William B. Allen may have been unprepared for the political minefield he trod as director of Virginia's State Council of Higher Education.

Certainly, from the time of his arrival in Virginia 13 months ago, Allen was viewed with suspicion by some allies of his respected, long-serving predecessor, Gordon K. Davies.

But that alone cannot account for Allen's bombshell announcement this week that he is resigning. No stranger to controversy in his pre-Virginia days...
