Virginia Beach City Council has unfortunately decided to go ahead with a premature light-rail referendum on this November's ballot. Studies of the light-rail spur to the Naval Base are incomplete, yet voters will be asked to weigh in on the issue.

To its credit, City Council decided not to include a language in the referendum question that would have asked voters if they favored a 5 percent gasoline tax hike to pay for light rail.
