Ted Fields, head of the black economic development council, seeks to dress up his neighborhood
When Ted Fields walks the streets of Southeast San Diego, his usual weekday garb, a suit and tie, puts some younger residents on the defensive.
"They think I'm a cop," said Fields, an investment banker who co-chairs the San Diego City Council's Black Economic Development & Research Council. "They're not used to seeing black men in suits."
