Watching Paul LaMasters steer his kite through a cloudy sky is like watching a dance between two partners literally 100 feet apart.

Mr. LaMasters is fast on his feet, sure; but it is his hands that dictate the pace and the style of the dance. He twists his wrists one way, and his four-line kite responds in kind.

This scene plays out the first Sunday of each month, regardless of Mother Nature's mood. That is when Mr. LaMasters and his fellow Wings Over Washington club members converge at the base of the Washington Monument to fill the skies with kites.
