Dec. 15--Hoping to avoid charges of favoring one state over the other, the Port Authority of New York and New Jersey has prepared a 15-year, $23 billion spending plan that attempts to walk an even line between the states.

The plan is to make sure that by 2015 Port Authority projects totaling $7.3 billion in each state will be funded. The remaining $8.4 billion will go for bridges, tunnels and PATH improvements that aid both steps.
