Wally Pagan was city manager nearly 20 years ago when Covington plotted its economic rebirth by tying its fortunes to the Ohio River.
Now, he's about to assume a key role in setting the direction for the next phase of riverfront development.
Pagan has been hired as the first director of SouthBank Partners, a civic group formed last year to keep riverfront development on track and coordinated.
