LAST FALL, it was widely rumoured in Europe that Ronald Reagan would resign. As long as the 1988 Republican Presidewntial candidate remain uncertain, Americans were not inclined to take such talk seriously. Now that Vice President George Bush seems assured of the GOP nomination, there may be some merit in pondering what appeared to be wild speculation.
