August 20th is the day on which Iran and Iraq lay down their arms and take up the tools of reconstruction. Because the Gulf war has left both countries almost broke this will not be the bonanza man people expect THERE has been heady talk of a reconstruction boom in the weeks since Iran threw in the towel and accepted that its eight-year war with Iraq must end. Both countries will want to rebuild their economies as soon as possible. Both will want to boost imports and government spending to placate populations grown weary of shortages and 180-a-jar coffee.
