IT OUGHT to be a prosperous place, and it is now having a go at one of the reasons why it is poor. This month Colombia's President Virgilio Barco has announced a new offer designed to win over the country's guerrillas.

For three decades rebels of various left-wing hues have contributed richly to Colombia's chaos. Homicide is said to be the main cause of death for Colombian men between the ages of 15 and 41. Last year guerrilla sabotage cost the economy an estimated $25m.
