Sometime in the next few weeks a crippled Soviet reconnaissance satellite known as Cosmos 1900 will drop out of its orbit and plunge to the earth. What happens next is a matter of considerable concernand controversy- because Cosmos 1900 is unlike most of the space junk that re-enters the atmosphere every day. It is radioactive.

The satellite has a working nuclear reactor containing more than a hundred pounds of enriched uranium 235. Moscow says there is nothing to worry about because Cosmos 1900 will automatically eject its fuel rods at the last minute, and they ...
