SA'S REZONING FACES LEGAL DELAY

NEW YORK (FNS)--It may take several months to complete an environmental study required before the city can proceed with its plan to rezone the garment district.

The plan, to protect the area's manufacturing businesses in the face of spiraling rents, cannot proceed until an Environmental Impact Statement is completed, a New York State Supreme Court Justice ruled this week.
