More than 25 nations may be developing chemical, biological and nuclear weapons, but the greatest threat to world security could come from independent terrorist groups, Defense Secretary William Cohen said yesterday.

He cited the 1995 release of nerve gas in a Tokyo subway by a religious sect as an example of the destruction such weapons can cause.

``Chemical and biological weapons have been called the poor man's atomic bomb,'' Cohen said. ``The pictures of the chemical victims in Iraq and Tokyo demonstrate that the threat is neither far-fetched nor far off.''
