Some days I wake up embarrassed at my country. For the most part, I am glad to be a U.S. citizen, a member of this great and unfinished experiment in democracy, but every so often we take a bonehead turn that truly surpasses understanding, and I find myself wishing my passport were some other color. Such is the case with our debt to the United Nations.

We've been behind on U.N. dues for years. In 1989 our debt was about $400 million; today, the red ink stands at $1.3 billion. At long last, the U.S. Congress is making a move to address the arrears, with a three-year payment ...
