The announcement that the insulation in as many as 4,724 commercial aircraft in the United States will have to be ripped out and replaced has given the airlines and The Boeing Co. a major job.

But how long they'll have to do it will depend on a Federal Aviation Administration final order that hasn't been written yet.

``The only thing of which we are sure is that it will be expensive,'' said Carol Hallett, president of the Air Transport Association. Exactly how expensive, no one is venturing.
