More than a year and a half ago, I was appointed to the Seattle City Council as chairman of the Transportation Committee. When I took the position, one thing evident was the city's lack of a framework for planning a comprehensive transportation system. For a number of years, city departments had worked on developing such a plan. Now, we can see the fruits of their labors with the release of the mayor's recommended Transportation Strategic Plan.
