The real question of an Aboriginal treaty is not `if', but `when', `how', and `in what form'. The emerging consensus within Aboriginal political circles is natural, predictable, and non-threatening. A treaty would strengthen the country, promote unity, and enhance the sense of belonging among people who are marginal today. It is a logical step in Australian indigenous policy.
As media commentators have noted, calls for a treaty now are related in part to utter frustration among Aboriginal leaders with the Howard Government. The timing of treaty talk may not matter ...
