Four years ago, commercial fishing interests spent about $1 million to defeat a ballot measure that would have put them out of business by banning the use of nets.

Now they're worried about Initiative 696, a less complex measure with the same purpose on the ballot in November.

Many, like Gerald Leitzke, 46, of Everett, say it couldn't come at a worse time.

Leitzke had a poor season and last week couldn't get any good offers for his 50-foot boat or the salmon he was trying to sell at the Everett Mari-

na.
