A lawyer who says faulty parking meters are saddling unwary drivers with unwarranted tickets - and millions in fines - is suing the city of Seattle to get some of the money back.

Steve Berman, who had an investigator test meters, estimates that up to 40 percent of the meters shortchange motorists.

A meter in front of City Hall, for example, charges for a full hour of parking time but expires after just 38 minutes, he said.

``You put your money in the meter, you expect to get an hour of parking,'' Berman said. ``To get a ticket based on being shortchanged is not right. ...
