Citing a surge in violence in East Timor and attacks on U.N. personnel, the United Nations warned yesterday of another possible delay in staging a ballot on the future of the troubled territory.
Secretary-General Kofi Annan has already pushed back the date of the ballot from Aug. 8 to Aug. 21 or 22 because the security situation hadn't improved enough to start registering voters.
