Seattle Public Utilities director Diana Gale is preparing to soak suburban water users in a grandstand play that disguises a salmon recovery program as a water conservation program. In fact, the poorly conceived ``conservation initiative'' is merely an expensive PR campaign that won't save a single Chinook, but will force people who live in Seattle's outlying communities to pony up 50 percent of the program's cost over the next 10 years.
