Western officials are discussing a plan under which NATO troops would escort ethnic Albanians back into Kosovo after Serbian forces there have been routed by bombing. They would then set up a self-governing enclave under allied protection, a senior NATO diplomat said yesterday.
NATO officials have repeatedly ruled out an invasion force to halt the brutal campaign by President Slobodan Milosevic's Serbian forces, which has driven almost 190,000 ethnic Albanians from the province.
