MOST of black Africa is now ruled by governments that accept market forces. Should this reduce western worries about an eventual transfer of power in South Africa from capitalist whites to the communist-influenced African National Congress? A new study* points out that in the 1960s and 1970s the West was shy of imposing sanctions on South Africa partly for fear that a future black government might deny to the West supplies of such key minerals as platinum, chrome, vanadium and uranium.
