A federal appeals court has ruled that the Navy's Final Environmental Impact Statement for moving F/A-18 Hornet jets from Cecil Field, Fla., to Oceana was ``adequate'' and ``complied with the requirements of the National Environmental Policy Act.''

A three-judge panel of the U.S. Court of Appeals for the 4th Circuit, headed by Chief Circuit Court Judge J.
