Simon Upton comments on the nature of New Zealand's engagement with the international community.

In commenting as the Opposition's spokesman on foreign policy, it might be assumed that I have some expertise in foreign policy and the conduct of New Zealand's international relations -- expertise which might make some claim on the reader's attention. That would be a mistake. In truth, I am ill-equipped to comment on many of the matters of concern.
