WHEN the Democrats recaptured the Senate in 1986, many expected a rush of progressive legislation. With the 100th Congress half over, not much of it has been passed. A conspicuous example of inaction is the Kennedy-Hawkins bill to raise the minimum wage. Senator Edward Kennedy, the chairman of the Labour and Human Resources Committee and the Senate's leading liberal, had hoped to send the bill to the floor by last autumn. It is still in his commit, tee. In the House of Representatives the bill languishes in a subcommittee of the Education and Labour Committee.
