In a crowded high school library filled with concerned utility customers, a state panel considered Bellevue's proposal to take over part of a water and sewer system that serves three cities and parts of unincorporated King County.
Under the plan, Bellevue would assume control of about 60 percent of the Coal Creek Utility District's holdings that lie within the city. It would absorb about 9,100 district ratepayers.
