Towns in southern Mozambique face being swamped for the second time in less than a month by the surging Limpopo River, relief workers said. Residents, many of whom had just returned home, have fled to higher ground.

Pilots took off early today from the airport in the capital, Maputo, to conduct an aerial surveillance of the river but did not immediately report back their findings, said Abby Spring, a spokeswoman for the U.N. World Food Program.

''Weather remains the No. 1 concern for us,'' Spring said. ''Each day, we're monitoring to prevent further loss of life.
