"THERE have been many attempts to unify Europe," says Wolfgang Schussel, Austria's chancellor, "but always in the past by hegemonic powers. For the first time, we're trying to achieve a union through the co-operation of equal partners. That vision is still intact. But we're beginning to have real doubts about its practical realisation. The [diplomatic] sanctions [imposed on Austria by the EU's other 14 governments] were totally undemocratic, illegal and unfair.
