SEABROOK, Texas _ PT-309, the last still-seaworthy U.S. torpedo boat to see action in World War II, bobs in its borrowed slip at the Lakewood Yacht Club like an anxious sailor ready for shore leave.

But where it goes is a question that has created a contentious debate between the volunteers who made it shipshape, and the Texas Parks and Wildlife Department, which owns it.
