Despite seven years and $10 million spent in choosing a site and selecting a design, the desire for a big new international airport never took hold in the Twin Cities.

It lacked enthusiasts and was never championed by a high-profile leader the way Federico Pena pushed Denver's new airport.

Without that backing, the consideration of a new airport here has essentially been an academic exercise.

The study of the airport's future began when Rudy Perpich was governor - a time when the thinking was bigger and finances freer. Perpich wanted everything "world-class."
