When homes along Minnehaha Creek in Minneapolis and Edina were flooding during record-breaking rains in July, it was the Minnehaha Creek Watershed District board that had the power to do something about it.

The board decided to slow the water flowing over Gray's Bay Dam on Lake Minnetonka by 100 cubic feet per second, and flooding along the 22-mile creek subsided.

After the waters receded, thankful Minneapolis officials praised the watershed board for protecting the city from serious flooding. But, two months later, angered over what they see as the Watershed District's ...
