The U.S. Fish and Wildlife Service is quietly circulating a proposed change in its waterfowl management scheme that would clear the way for a 60-day season in the Mississippi Flyway this fall, and perhaps in other flyways as well. Hunters' daily bag limits, under the proposal, would rise from the five allowed the last two years, to six.
