SOUTH PADRE ISLAND, Texas _ Nearly the moment the Laguna Skimmer pulls away from its slip at the Sea Ranch Marina, first mate Scarlet Colley points at the sea-grass beds. There, paddling along the water, are mother grebes, seabirds that look a lot like loons and carry as many as three babies on their backs.

"And look, look!" she adds with glee, as though she doesn't do this every single day. "See the red-breasted merganser? Isn't it beautiful?"

Colley is equally giddy over the native skimmer, with orange legs and beak, which feeds while in flight by dropping its lower ...
