The number of captives worldwide is on the rise again.
At the end of 1999, the domiciles that Business Insurance tracks recorded an estimated 3,624 captives, up nearly 6% from 1998. The number of captives worldwide in those domiciles in 1998 was up 4% from 1997. BI in 1998 stopped counting captives based in domiciles that do not have laws specifically enabling captive formations.
Of the 35 domiciles that BI monitors, 21 recorded increases in the number of captives, while four domiciles had modest decreases.
