Last week the Crime and Disorder Bill received Royal Assent, and became law. As such we now have on our statute book Anti Social Behaviour Orders, Parental Responsibility Orders, schemes for the imposition of local child curfews, and the ancient principl e of doli incapax - which asserted that children did not know the difference between right and wrong - has been abolished.
