HE bitter winter wind howled across the prairie as Karen Nelson trudged through thick snow to her Chevrolet station wagon. With the temperature down to a bone-numbing minus 30 degrees C, and with another snowstorm on the way, the nursing home cook decided she'd better leave work early and head for home.

"I thought I could beat the blizzard back to my farmhouse but I guess with hindsight that wasn't too smart," said 51-year-old Karen.
