The decision by the art collector Sir Denis Mahon to arrange for his outstanding collection of Baroque masterpieces painted in Italy to pass after his death to public collections - the great majority in Britain - was welcomed today by Arts Minister Alan Howarth as 'a magnificent gesture.'
