THE century that is ending has been dominated by war. This article examines five features of warfare this century: guerrilla warfare, the increase in military power, the role of the mass media, scepticism about the effectiveness of war as an instrument of national policy, and the long search for peace.
Guerrilla Warfare
The century ended much as it began, with guerrilla struggles in sprawling empires, imperial powers having difficulty beating small guerrilla forces fighting on a terrain the guerrillas knew well and with the support of the local population.
