ONE day in the 1950s, Lucio Costa, a Brazilian architect, had a dream, of a bird or maybe a jet plane streaking across the sky. He wrote down his vision, scratching a broad cross on a piece of paper, hastily filled in details and rushed to the authorities in Rio de Janeiro, Brazil's then capital, who were seeking proposals for a new one.
