Dec. 19--As soon as April, customers of Southwestern Bell Telephone Co. may get offers for long-distance and other telephone services from a big, aggressive new bidder: Southwestern Bell itself.
The Public Utility Commission agreedin a 3-0 vote Thursday that Southwestern Bell has opened its own network to competitors for local telephone service and therefore, under federal law, should be allowed to sell long-distance service.
