Despite being an optimist from the other side of the Atlantic, I concur with much of Reiner's gloomy description of the obstacles facing the climate change regime after Kyoto. The divisions between countries are certainly wide in many areas, and internal U.S. opposition to the Kyoto Protocol throws a shadow over the proceedings.
