Nov. 8 -- CHESTER, S.C. -- In the end, it was between Chester County and Shelby, N.C.

To land a $27-million manufacturing plant employing 250 to 300 people, Chester County offered a land donation and incentive package to beat out a dozen finalists, including top competitor Shelby.

"The big difference is the way we structured the land deal," said Chester County Councilman Tom Funderburk. "We had to make that land free to match Shelby's offer. L&C Railway Co. donated half, and we bought the other half."
