The drive to raise the cap on Massachusetts charter schools began in earnest at a State House hearing last month. Several bills have been filed that would authorize an increase in the number of charter schools from their current 50 to 100 or 150 and increase the percentage of students allowed to attend these independently managed public schools from 2 percent of the total statewide public school population to 5 percent. Legislation proposed by Gov. Paul Cellucci would lift the cap entirely.
