Highly publicized reports of sexual abuse by counselors at summer camps in Rhode Island, Oregon and Colorado prompted state officials last year to tighten safety regulations at Bay State camps.

Now, two months before thousands of children stream into those facilities, camp operators say that the state's mandated safety system is in chaos and that several of the key improvements designed to better protect children aren't working.
