Pierre-Auguste Renoir's joyful painting "The Luncheon of the Boating Party" is a glistening jewel of the Phillips Collection - and of the Washington art community. It came here through the astuteness of Duncan Phillips, the collection's founder, who bought it in 1923 from the Parisian art dealer Joseph Durand-Ruel for $125,000, then the largest sum paid for a Renoir. Duncan Phillips proudly wrote back to Washington from Paris that he had acquired for the collection "one of the greatest paintings of the world."
