Newt Gingrich isn't the only speaker of the House to come under an ethical cloud. Yet if history is any guide, Mr. Gingrich's penalty by the Committee on Standards of Official Conduct is likely to be light.
Only one speaker, Jim Wright of Texas in 1989, has been forced out of office at midterm on the grounds of violating ethical standards - in Mr. Wright's case for receiving improper profits on a book he wrote.
Before that, six speakers underwent ethical scrutiny that stopped well short of expulsion.
