Cold-shouldered by international aid donors because he came to power through a military coup and for his closeness to Libyan leader Moammar Gadhafi, Gambia's Col. Yahya Jammeh today holds the election he promised to return his country to civilian rule.

But the commonwealth of which Gambia is a member has already expressed doubts that the election will be free or fair.

And the National Democratic Institute, which had gone to Gambia to help organize a free election, reached pretty much the same conclusion and pulled out in January.
