Algeria and its 28 million people, 70 percent of whom are under 30 years of age, stand at an open window of opportunity. But, if this chance is to be realized, difficult decisions have to be made.
Fortunately, Algerian President Liamine Zeroual, elected last November, realizes he has a limited time to make the necessary constitutional and economic changes.
