QUEMOY, Taiwan - Just a month ago, the top official on this tiny island said he hoped to ride his own boat to the Chinese city of Xiamen in a bid to bolster closer ties with the mainland.
But today Chen Shui-tsai is preparing the island for war.
Soldiers dig foxholes along roads and beaches, and schools practice air raid drills. Officials on the island have already drafted plans to ration food and water in the event of a long siege.
