Panamanian Ambassador Eduardo Morgan-Gonzalez is right on target in his March 27 letter, "Ceding Panama ports to China was a business decision." He states that in leasing strategic canal ports to Hutchison International Terminals of Hong Kong, Panama made "a business decision, not one of state."
Hutchison, an ally of China, is operating the ports and paying Panama $22.2 million per year.
This was a decision based on securing the maximum financial gain for Panama, ignoring what Panama's own constitution and the 1977 Panama Canal Neutrality Treaty say.
